Camden, New Jersey, when whites were the majority:

Camden was once an east coast powerhouse credited with creating some of the United States’ largest warships.
Now 40 percent of the population are out of work, two out of every five residents are below the national poverty line, the stench of sewage permeates the streets, the police force has been axed, the public library system is almost non-existent, and deserted streets are home to prostitutes and drug dealers.
Camden was the third-most dangerous city in the US during 2002, and has been ranked as the nation's most dangerous city in 2004, 2005 and 2009, based on crime statistics in the six categories of murder, rape, robbery, aggravated assault, burglary and auto theft.
According to the 2010 US Census, the racial makeup of Camden was 17.59% (13,602) White, 48.07% (37,180) African American, 0.76% (588) Native American, 2.12% (1,637) Asian, 0.06% (48) Pacific Islander, 27.57% (21,323) from other races, and 3.83% (2,966) from two or more races. Hispanic or Latino of any race were 47.04% (36,379) of the population.
The ‘White’ percentage above includes Hispanics and Latinos. The real white population (i.e. with Hispanics and Latinos excluded), according to the US Census Bureau website, is just 4.9%.
